In 2006 Rhode Island legalized medical marijuana by enacting the Edward O. Hawkins and Thomas C. Slater Medical Marijuana Act. Subsequently In May of 2022, Gov. Daniel McKee signed the Rhode Island Cannabis Act, which legalizes the personal use and licensed retail sale of cannabis to Rhode Island adults. Metrc is looking forward to serving as the Adult Use and Medical Seed-to-Sale Tracking System for the regulation of the legalized cannabis marketplace in the state.

The Office of Cannabis Regulation (OCR) welcomes you to the Rhode Island Metrc webpage. Rhode Island’s cannabis licensees must utilize this seed-to-sale system to track all marijuana products being cultivated, manufactured, transported, tested, and sold.

Pursuant to the Edward O. Hawkins and Thomas C. Slater Medical Marijuana Act, RI Gen. Laws § 21-28.6-1 et seq. and the Rhode Island Cannabis Act, RI Gen. Laws 21-28.1-1 et seq., the Office of Cannabis Regulation is responsible for licensing and regulatory oversight of compassion centers, cultivators, and cooperative cultivations and oversight of medical marijuana plant tagging requirements.
Also, pursuant to the Hemp Growth Act, RI Gen. Laws § 2-26-1, et seq., the Office is responsible for licensing and regulatory oversight of Industrial Hemp growers and handlers, and CBD consumable retailers and distributors.
