The Nevada Department of Health and Human Services, Division of Behavioral and Public Health initially awarded the seed-to-sale contract to MJ Freeway in 2016. The Nevada Department of Taxation redirected the seed-to-sale contract to Metrc in 2017. Given the urgency of the circumstances, Metrc completed this deployment for the State in under 60 days, enabling over 500 active licensees to gain access and begin reporting into the System. The project covers seed-to-sale system implementation and management for both Medical and adult-use Cannabis for the state of Nevada.

In 2015, Oregon Governor Kate Brown directed State officials to begin work on establishing a regulatory structure for the sale of marijuana, taxing such sales, and restructured the existing Oregon Liquor Control Commission to the Oregon Liquor and Cannabis Commission (OLCC) to oversee it. The Metrc Cannabis Tracking System (CTS) is an integral part of the OLCC mandate to ensure that adult-use cannabis products can be tracked in the regulated market. Effective January 1, 2017, dispensaries were no longer permitted to sell cannabis for recreational use unless they applied for, and received, an OLCC license for such sales. During the one-month span from early December 2016 to early January 2017, the number of retailers licensed to sell recreational marijuana grew from 99 to 260, and hundreds more applications had been received and were being processed.

OREGON WELCOMES YOU

On behalf of the Oregon Liquor Control Commission I welcome you to the Metrc LLC Metrc Oregon website.

The Metrc Cannabis Tracking System (CTS) is an integral part the OLCC’s responsibility to ensure that recreational marijuana products can be tracked in the regulated market. Every OLCC Recreational Marijuana licensee is required to participate in the CTS.

Metrc is responsible for the technical and operational components of the CTS; the OLCC is responsible for CTS statutory and regulatory issues.

Franwell provides licensees with training sessions and webinars to provide a thorough understanding of the CTS. Prospective licensees will be required to pass a test on their knowledge of the CTS before the OLCC issues their license.

We hope you will use the information and tools found here and on the OLCC Recreational Marijuana website to become successful licensees in this newly regulated industry.

PROGRAM OVERVIEW

Program Start: December 2014

Oregon adopted into law House Bill 3000 in July 2021. Among other reforms, the new law empowered the OLCC and the Oregon Department of Agriculture to begin inspecting hemp fields to ensure hemp growers are not growing marijuana. The adjustment to the law was applauded by both the licensed cannabis industry in the state as an important move to combat the illicit market. The law adopted a number of industry reforms that will be incorporated into Metrc’s system through its API.

California is the largest regulated cannabis market in the United States. Metrc has been partnering with California since 2017. In 2020 and 2021, California adopted a series of regulatory adjustments that impacted how cannabis in the state is classified and labeled. Some of these changes required adjustments to Metrc’s track-and-trace system, which Metrc and the DCC team have been working to implement to better serve the needs of California business.

CALIFORNIA WELCOMES YOU

California has selected Metrc as the state’s track-and-trace system used to track commercial cannabis activity and movement across the distribution chain (“seed-to-sale”). This site is intended to give annual and provisional licensees information that will help them use Metrc to remain in compliance with California’s tracking and reporting requirements.

PROGRAM OVERVIEW

Partnership Start: June 2017

The state of California has consolidated the three separate agencies formerly charged with regulating the nation’s largest legal cannabis market into one new office, the Department of Cannabis Control. It is the most significant regulatory reorganization since the formation of the Business, Consumer Services and Housing Agency in 2013. The move consolidates enforcement, licensing, and environmental oversight that had formerly fallen to The Department of Consumer Affairs Bureau of Cannabis Control, The Department of Food and Agriculture’s CalCannabis Cultivation Licensing Division, and The Department of Public Health’s Manufactured Cannabis Safety Branch. The move was widely hailed by industry representatives, who have been seeking to address temporary licensing with a transition to annual permits. The change is expected to improve regulatory processes and address the financial concerns of business. Metrc’s software and reporting system will reflect the new changes in California law without significant interruptions in service.

Alaska legalized cannabis for adult use in a citizen’s initiative on the November 4th 2014 ballot. The initiative directed the newly formed Marijuana Control Board to adopt regulatory guidelines for commercial marijuana establishments and mandated the new agency account for sales and exchanges within the newly legalized market. Growers, manufacturers, and retailers would have to be licensed and registered. The Marijuana Control Board contracted Metrc in 2016 to assist the state in regulating the market. Owing to its success in managing and regulating Alaska’s emerging cannabis industry, the state of Alaska renewed Metrc’s contract for another five years in 2021.

ALASKA WELCOMES YOU

The Marijuana Enforcement Tracking Reporting & Compliance (METRC) inventory tracking system is an integral part the Marijuana Control Board and AMCO’s responsibility to ensure that marijuana and marijuana products can be tracked in the regulated market.  Every Alaska marijuana establishment licensee is required to participate in the marijuana inventory tracking system.

METRC LLC is responsible for the technical and operational components of the marijuana inventory tracking system; the Marijuana Control Board is responsible for statutory and regulatory issues relating to the tracking system and the AMCO is responsible for overseeing, investigating and reporting to the board any issues arising from the operation of the tracking system.

Metrc LLC provides licensees with training sessions and webinars to provide a thorough understanding of METRC’s Track and Trace System. Prospective licensees will be required to demonstrate their knowledge of METRC’s Track and Trace System as part of the Marijuana Control Board’s licensing process.

We hope you will use the information and tools found here and on the AMCO website to become successful licensees in Alaska’s new marijuana industry.

PROGRAM OVERVIEW

Partnership Start: March 2016

The size of the Alaskan cannabis market continued to post steady growth over the last year. The Alaska Alcohol and Marijuana Control Office (AMCO) reported last December that, with a $50-per-ounce sales tax on cannabis flower, proceeds on cannabis were coming close to eclipsing proceeds collected by the state on alcohol sales. AMCO data shows that total retail cannabis sales in Alaska hit $180 million in 2019, an almost 40 percent increase over 2018 ($130 million). Total retail sales from program inception to December 2020 are estimated at more than $600 million.
